This matter is taken up through video conferencing mode.

2. Heard Mr. P.K. Mohapatra, learned counsel for the petitioner.

3. The petitioner has filed this writ petition seeking direction to the opposite parties to consider his case for promotion to the post of Section Officer as per the letter dated 30.06.2020 and 08.02.2021 under Annexure-5 and thereby quash the letter dated 07.12.2021 under Annexure-6.

4. In course of hearing, learned counsel for the petitioner stated that the petitioner may be permitted to file a fresh representation before opposite party no.1 highlighting the grievances, and the same may be directed to be disposed of taking into consideration Annexures-5, 7 & 8 within a stipulated time to which learned State Counsel has no

objection.

5. As agreed by learned counsel for the parties, this Court directs the petitioner to file a fresh representation within a period of fifteen days from today ventilating his grievances before opposite party no.1. In the event, the petitioner files such representation along with this order, opposite party no.1 shall consider and pass appropriate order taking into consideration Annexures-5, 7 & 8 within a period of three months thereafter.

6. With the aforesaid observation and direction, the writ petition is disposed of.

7. As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a print out of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed, vide Court's Notice No.4587 dated 25th March, 2020, as modified by Court's notice no. 4798 dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos.514 and 515 dated 7th January, 2022.
