1. In view of the order dated 29th July, 2019 passed by this Court in W.P.(C) Nos.14263 and 12801 of 2007, the impugned order is set aside and the matter is remanded to the Member, Board of Revenue, Orissa, Cuttack to adjudicate the maintainability of the proceedings under the OEA Act as directed by this Court in the said order.

2. OEA Revision Case No.80 of 2003 will now be listed before the Member, Board of Revenue, Orissa, Cuttack on 21st March, 2022 for directions.
