2. Since the petitioner has challenged the blacklisting order after three years and in the meantime three years have already been passed, by efflux of time the writ petition has become infructuous. 3.

So far as claim made for forfeiting the amount is concerned, it is open for the petitioner to pursue its remedy before the appropriate forum in terms of DTCN/agreement which is applicable to it, if it so advised.

With the aforesaid observation, the writ petition is disposed of.
