Mr. Tripathy, learned counsel for the petitioner was called upon to address this Court under what provisions of the Orissa Administrative Tribunal Act and Rules, the tribunal has jurisdiction to recall its own order. But, he is unable to satisfy this Court nor produced any materials to that effect. 3.
