Mr. K.C. Kar, learned Senior Panel, Central Govt. Counsel appearing for the opposite parties stated that the order of transfer of the year 2013 has been challenged in the present writ petition and in the meantime, the petitioner has already retired from service in the year 2016, thereby by efflux of time, the writ petition has become infructuous.
