This matter is taken up by video conferencing mode. 2.
Considering the submissions made by the parties and without expressing any opinion on the claim of the Petitioner, this Court directs the Opposite Party No.4 to consider the representation at the instance of the Petitioner vide Annexure-8 (series) and take a lawful decision in the matter taking into account the grounds stated in this writ petition so also the documents appended thereto. 3.
The entire exercise shall be completed involving all the parties concerned within a period of two months from the date of communication of an authenticated copy of this order along with a copy of the writ petition by the Petitioner.

The writ petition stands disposed of with the above order. 5.
