1. This matter is taken up by video conferencing mode.

2. Learned counsel for the Petitioner states that although the representation dated 11th November, 2021 does not bear an endorsement of receipt by the Collector, Khurda, it was handed over to the Collector in person. Because of the COVID-19 situation, no acknowledgement in writing was given.

3. In the circumstances, it is directed that the Petitioner's representation dated 11th November, 2021 shall be examined by the Collector, Khurda (Opposite Party No.2) and after issuing notice to the Petitioner as well as Opposite Party No.7 and after giving them hearing, a reasoned order shall be passed thereon not later than 2nd May, 2022. The said order shall be made available to the parties not later than 9th May, 2022. It is clarified that the Court has not expressed any opinion on the merits of the case. It will be open to the Petitioner to seek interim relief before the Collector, Khurda.

4. The writ petition is disposed of in the above terms.

5. As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, as par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020, modified by Notice No.4798, dated 15th April, 2021 and Court's Office Order circulated vide Memo Nos.514 and 515 dated 7th January, 2022.
