This matter is taken up through video conference mode. 2.
Learned counsel for the Petitioner seriously alleged that even though the vehicle of the Petitioner has been released on alleged allegation of offence under some provisions, in spite of having a valid transit pass for transferring minerals, the competent authority is not forwarding the Proceeding to the competent Magistrate, as a consequence of which the Petitioner is unable to get release of his vehicle.

Considering such grievance of the Petitioner, this Court in disposal of the Writ Petition observes, in the event there is no forwarding of the proceeding to the competent Magistrate involving the allegation involving the vehicle bearing Regn. No.OD-05-AV2277, let the Collector & District Magistrate, Khurda, O.P.1 consider the request of the Petitioner for release of the vehicle as above, vide Annexure-5 and take decision as appropriate. 4.
As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the Parties may utilize a printout of the order available in the High Court's Website, at par with certified
