1. This matter is taken up through video conferencing mode .

2. Heard Mr. Asok Mohanty, learned Senior Advocate appearing on behalf of Mr. V. Narasingh and Mr. S.K. Pattnaik, learned Senior Advocate appearing on behalf of Mr. P.K. Pattnaik, learned counsel for the opposite party No.3. We have also heard Mr. K.C. Jena, Central Government Counsel for Union of India.

3. Mr. Asok Mohanty, learned Senior Advocate contended that since the petitioner has blacklisted for five years w.e.f. 28.01.2013 and the same having been expired, by efflux of time, the writ petition has become infructuous.

4. In view of the above, the writ petition is disposed of as infructuous.

5. As the restrictions due to resurgence of Covid-19 are continuing, learned counsel for the parties may utilize a print out of the order available in the High Court's website, at par with certified copy, subject to attestation by the Advocate concerned with his/her seal, in the manner prescribed vide Court's Notice No.4587 dated 25th March, 2020 and Court's Office Order dated 7th January, 2022.
