4. The petitioner has filed this writ petition challenging the advertisement No.520 dated 12.02.2013 in Annexure-1, whereby the opposite party had invited tender for auction of mineral sources without complying Rules 38 and 39 of the OMMC Rules, 2004.
5. Since the period of auction i.e. 2012-2013 has already been expired, by efflux of time, the writ petition has become
