This writ petition involves the following prayer: "It is therefore, prayed that this Hon'ble Court may be pleased to admit the writ petition, issue Rule nisi calling upon the Opposite Parties to show cause as to:
a) Why the opposite parties shall not be directed to complete the construction of the Health Sub Centre (ANM Center-Dhai Kendra) at Khandapatna under Pattamundai Upgraded Primary Health Centre within a stipulated period.
b) Why any other order(s)/direction(s), as deemed fit and proper, shall not be passed by this Hon'ble Court to secure the ends of justice.
If the opposite parties fail to show cause or show insufficient cause then the Hon'ble Court may be pleased to make the Rule absolute by directing the opposite parties to complete the construction work of the Health Sub centre(ABN center - Dhai Kendra) at
// 2 // Khandapatna under Pattamundai Upgraded Primary Health Centre within a stipulated period in the ends of justice."

Considering the submissions made by the parties and without expressing any opinion on the claim of the Petitioners, this Court directs the Opposite Party No.2 to consider the representation at the instance of the Petitioners vide Annexure-4 and take a lawful decision in the matter taking into account the grounds stated in this writ petition so also the documents appended thereto. 3.
The entire exercise shall be completed within a period of two months from the date of communication of an authenticated copy of this order along with a copy of the writ petition by the Petitioners. 4.
