Mr. Ray, learned advocate appears on behalf of petitioner and submits, relief claimed by his client is for compensation on late sanctioning third installment under Post-matric Scholarship for Scheduled Caste (PMS-SC) under the Scheme to complete final 74 hours of flying training. The delay was 4 years and 4 months. He submits, this was gross breach of obligation on part of the State and there should be direction as sought for.

Mr. Parhi, learned advocate, Assistant Solicitor General appears on behalf of Union of India and submits, delay was caused by the State in disbursement. Mr. Sharma, learned advocate, Additional Government Advocate appears on behalf of State and submits, he

At this stage Mr. Ray submits, his client is granted liberty to move the appropriate State functionary with his claim made in the writ petition.

The last submission of Mr. Ray be accepted. Petitioner is at liberty to make representation before opposite party no.3 with his claim for compensation on delayed sanction disbursement on third installment in the PMS-SC scholarship. In event such representation is made, said opposite party will deal with the same within four weeks of communication.

The writ petition is disposed of.
