1. The Petitioner's representation dated 27th December, 2011 will be examined by the Collector, Puri and after hearing the Petitioner and any other parties as considered necessary including the Opposite Party No.3, a reasoned order shall be passed thereon not later than 10th October, 2022 and be communicated to the Petitioner not later than 17th October, 2022. The Court clarifies that it has not expressed any view on merits.

2. The writ petition is disposed of in the above terms.
