1. Petitioner's representation dated 30th September, 2021 (Annexure-3) will be considered by the Collector-Nayagarh (Opposite Party No.3). The said authority after hearing the Petitioner will pass an appropriate order after referring the matter to the Government under Rule 151 of the Odisha Excise Rules, 2017 not later than 5th February, 2023. The entire exercise will be completed within a period of three months. No further directions shall be called for.

2. The writ petition is disposed of in the above terms.
