1. Considering that this is a case of an individual Respondent to whom relief has been granted by the learned Single Judge and further considering that in the last nine years, the impugned order of the learned Single Judge has not been stayed by this Court, this Court considers it appropriate to clarify that the impugned order of the leaned Single Judge will not construe a precedent and that the question of law arising from the impugned order is left open to be agitated in any other appropriate case.

2. The writ appeal is disposed of in the above terms.
