Since the petitioner has filed this writ petition claiming for releasing of final bills in view of the letter dated 16.07.2010 under Annexure-3, this Court is not inclined to issue any direction to the authority. However, liberty is granted to the petitioner to pursue his remedy before the appropriate forum in accordance with law, if he is so advised.

With the aforesaid liberty, the writ petition stands disposed of.
