1. A bonafide third purchaser has questioned the impugned order passed by the Additional District Magistrate (ADM), Bhubaneswar on 1st February 1986 in Revision Case No.515 of 1983 cancelling the lease.

2. Clearly, the Petitioner, who is a subsequent purchaser, had to be heard before such an order could have been passed. On this short ground, the impugned order is set aside and Revision Case No.515 of 1983 is restored to the file of ADM, Bhubaneswar. The Petitioner will appear for the above purpose before the ADM, Bhubaneswar along with a downloaded copy of this order on 9th May, 2022. The ADM, Bhubaneswar, after hearing the Petitioner and any other persons who may have any interest in the land in question, and after notices being served on such persons, will pass a fresh reasoned order within a period of three months thereafter. The interim order of status quo passed by this

Court on 8th July 2011 will continue till such time the Revision Case is disposed of by the ADM, Bhubaneswar as aforementioned.

3. The writ petition is accordingly disposed of.
