This matter is taken up through video conference mode. 2.

Heard learned counsel for the Parties.

It appears, pursuant to the earlier disposal of W.P.(C) No.23437 of 2012 on 20.8.2013, the Petitioner has already approached the Collector, Cuttack since 26.11.2020 for doing the needful. Disposal of the Writ Petition, this Court observes, in the event such application is already in receipt by the Office of the Collector, Cuttack, decision, as appropriate, be taken however keeping in view the observation of this Court in disposal of W.P.(C) No.23437 of 2012 on 20.8.2013 by completing the entire exercise within a period of three months from the date of communication of this order by the Petitioner. 4.

As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the Parties may utilize a printout of the order available in the High Court's Website, at par with certified copy, subject to attestation by the concerned Advocate, in the manner prescribed vide Court's Notice No.4587 dated 25th March, 2020, modified by Notice No.4798 dated 15th April, 2021 and Court's Office Order circulated vide Memo Nos.514 and 515 dated 7th January, 2022.
