Perused the records.

It appears that the Orissa Administrative Tribunal, Bhubaneswar vide order dated 29.01.2013 in O.A. No.193 of 2013 rejected the prayer of the petitioner on the ground of delay and laches. 5.

In view of such position, this Court is not inclined to entertain this writ petition, as the aforesaid O.A. suffers from delay and laches.
