1. Since the delay in filing the appeal is on account of the COVID19 pandemic, the same is condoned. The application is allowed. W.A. No.78 of 2021

2. The impugned order has been passed disposing of the writ petition on the very first date of its hearing without issuing notice to the present Appellants and giving them opportunity to file the parawise reply to the writ petition.

3. On that short ground, the impugned order of the learned Single Judge dated 18th November, 2020 is set aside and the W.P.(C) No.28831 of 2020 is restored to the file of learned Single Judge where it will be listed on 26th September, 2022. The present Appellants will appear on that date as well as the Respondent i.e. the original writ petitioner. At least one week prior to that date, the

present Appellants would file the para-wise reply to the writ petition and an advance copy to which would be served on learned counsel for the writ Petitioner i.e. the present Respondent, who will file a rejoinder thereto, if any, by that date. The learned Single Judge is requested to thereafter proceed in accordance with law and endeavour to dispose of the writ petition as expeditiously as possible.
