1.The Petitioner's representation dated 11th November, 2021 shall be examined by the Collector, Puri (Opposite Party No.2) and after issuing notice to the Petitioner as well as Opposite Parties 5 to 8 and giving them hearing, a reasoned order shall be passed thereon not later than 9th May, 2022 and a copy of this order be made available to the parties not later than 16th May, 2022. If aggrieved by such order, it will be open to the Petitioner to seek appropriate remedies in accordance with law. It is clarified that the Court has not expressed any opinion on merits.

2. The writ petition is disposed of in the above terms.
