Heard Mr. J.P. Pattnayak, learned Government Advocate for the petitioner-State and Mr. S.B. Jena, learned counsel for the opposite party. 3.

The petitioners have filed this writ petition challenging the order dated 29.09.2014 passed by the Odisha Administrative Tribunal, Cuttack Bench, Cuttack in O.A. No.4501(C) of 2012.

The Odisha Administrative Tribunal, Cuttack Bench, Cuttack passed the order on 29.09.2014, but the petitioners have approached this Court by filing this writ petition on 24.01.2017, i.e. after lapse of more than two and half years, which shows that the State is not vigilant of his own conduct. 5.

Therefore, this Court is not inclined to entertain this writ petition at a belated stage of two years. As a consequence thereof, the writ petition suffers from delay and latches in view of the judgment/order of this Court in State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021).
