Looking to the averments made in this petition, this Court finds a genuine case. At the same time this Court also finds, the Petitioner instead of approaching the competent authority at the first hand, has approached this Court.

Considering the submissions made by the parties, keeping in view the urgency involved in this matter and as a decision in the matter is required to be taken by the Administrative Authority at the first hand, this Court directs the Opposite Party Nos.2, 3 & 4 to collectively take a lawful decision in the matter by treating the writ petition as a representation at the instance of the Petitioner. It be noted here that the Petitioner brings through the affidavit that he has already made his approach to different authorities orally on several times and there has also been oral assurance, but there has been no action on such assurance as yet compelling the Petitioner to come to this Court.

The entire exercise shall be completed within a period of one month from the date of communication of an authenticated copy of this order by the Petitioner.

The writ petition stands disposed of.
