1. The Petitioner purchased the plot in question from the original lessor by a registered sale deed dated 19th August 1983 i.e., prior to the impugned order dated 21st September 1987, passed by the Additional District Magistrate (ADM), Bhubaneswar in Revision Case No.739 of 1987 whereby the lease was cancelled.

2. On the short ground that the said order was passed without notice to the present Petitioner, the impugned order is hereby set aside and Revision Case No.739 of 1987 is restored to the file of the ADM, Bhubaneswar where it will be listed on 19th September, 2022. On that date, the Petitioner will appear before the ADM, Bhubaneswar along with a downloaded copy of this order. The ADM, Bhubaneswar is requested to proceed with the said revision case afresh and dispose it of within a period of four months thereafter and till such time, the interim order passed by this Court on 7th November 2012 will continue.

3. The writ petition is disposed of in the above terms.
