1. For the reasons stated, the delay of 89 days in filing the review petition is condoned. The application is allowed. RVWPET No.152 of 2012.

2. Considering the submissions made, the Court is not inclined to review the order dated 1st March, 2011 passed by this Court in W.P.(C) No.16152 of 2010. However, it is clarified that the order of which review is sought will be confined to the peculiar facts of the case and will not constitute a precedent.

3. Accordingly, the RVWPET is disposed of.
