Misc. Case No.167 of 2016 and W.A. No.104 of 2016

1. There is an extraordinary unexplained inordinate delay of 1387 days in filing the present writ appeal which has not been satisfactorily explained. Accordingly, the delay is not condoned. The Misc. Case for condonation of delay is dismissed. Consequently, the writ appeal is dismissed.
