2. Heard Mr. A.K. Mishra, learned Additional Government Advocate for the State-petitioners.

The State-petitioners have filed this writ petition challenging the order dated 15.11.2011 passed by Orissa Administrative Tribunal, Bhubaneswar in O.A. No. 538 of 2002.

On perusal of the record, it reveals that the order of the Tribunal was passed on 15.11.2011 and the State-petitioners have filed this writ petition only on 11.02.2015, i.e. after about three years of the order passed by the tribunal. Therefore, this writ petition suffers from delay and laches in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021).
