1. The prayers in the present writ petition inter alia question the certificates issued to the landless persons in Odisha under the Odisha Land Rights to Slum Dwellers Act, 2017. Obviously, such prayers cannot be granted without giving those who have been granted the certificates an opportunity of being heard. However, in the present petition, none of them is made an Opposite Party. In the circumstances, it is not possible for the Court to entertain the present petition in the current form.

2. If there any specific instances that the Petitioner has regarding violation of the law by the grant of such certificates to the landless persons, it will be open to the Petitioner to seek appropriate remedies in that regard in accordance with law.
