This matter is taken up through video conference mode. Order No.

Heard learned counsel for the Parties.

Considering long delay in filing the Writ Petition involving the impugned order dated 4.1.1999, this Court takes into account the plea taken in Paragraph-8. Keeping in view the plea taken in Paragraph-8 together with the recording in the impugned order in first paragraph, this Court finds, the matter involved was heard in presence of the learned counsel for the Petitioner involved herein on 21.10.1998 and the order was reserved. It is keeping this in view, this Court disbelieves the stand taken by Mr.T.Dash, learned counsel

// 2 // for the Petitioner that the Petitioner was not aware of the judgment therein. On the above ground and on the premises of delay of 22 years, this Court is not inclined to entertain such Writ Petition, which is dismissed accordingly.

As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the Parties may utilize a printout of the order available in the High Court's Website, at par with certified copy, subject to attestation by the concerned Advocate, in the manner prescribed vide Court's Notice No.4587 dated 25th March, 2020, modified by Notice No.4798 dated 15th April, 2021 and Court's Office Order circulated vide Memo Nos.514 and 515 dated 7th January, 2022.
