Undisputedly, the Writ petitioner filed her nomination without attaching the caste certificate but, however, filed an application for accommodating her for submission of caste certificate subsequently. For the clear provision, on entertainment of the nomination, nomination paper is required to be attached with caste certificate at the time of submission of nomination itself. Keeping in view the nomination involved a reserve constituency, there is no question of relaxation of such condition. In the circumstances, this Court finds there is no scope for entertaining the writ petition, which is dismissed accordingly. (Biswanath Rath) Judge Sks
