1. In two similar matters orders have been passed in considering the Petitioner's representations seeking similar reliefs of establishment of the office of the Western Odisha Development Council (WODC) in Western Odisha itself. Those orders are dated 3rd August, 2021 in W.P.(C) No.21554 of 2021 (Himanshu Sekhar Mishra v. State of Odisha) and the order dated 7th January, 2022 in W.P.(C) No.7439 of 2013 (Darpa Ganjan Pattnaik v. State of Odisha).

2. In that view of the matter, a direction is issued that the present writ petition itself be treated as a representation by the Chief Secretary, Odisha and after hearing the Petitioner on a date within the next six weeks, to be intimated to the Petitioner at least ten days

in advance and after eliciting the view of the Chairperson, WODC, a reasoned order shall be passed thereon by the Chief Secretary, Odisha not later than 1st March, 2023 and shall be communicated to the Petitioner not later than 8th March, 2023.

3. A copy of this order be communicated forthwith to the Chief Secretary, Odisha as well as to the Chairperson, WODC for compliance. The Court clarifies that it has not expressed any opinion on the merits.
