The petitioner has filed this writ petition challenging the action of the opposite parties in neither communicating nor giving an opportunity to represent against the entry made in the CCR for the year 2016-17 which resulted in denial of promotion to the petitioner to Odisha Revenue Service (ORS) Group-B cadre. He further seeks direction to the opposite parties to hold DPC/review DPC and consider his case for promotion to the post under ORS Group-B cadre and accordingly give him promotion with effect from the date his juniors were given promotion by virtue of the notification dated 29.12.2021 within a stipulated time.

In course of hearing, learned counsel for the petitioner states that the petitioner has already made representation before opposite party no.3 vide Annexure-9, and the same may be directed to be disposed of within a stipulated time taking into consideration Annexure-7 and 8 within a stipulated time, to which learned State Counsel has raised no
objection.

As agreed by learned counsel for the parties, without expressing any opinion on the merits of the case, this writ petition stands disposed of directing opposite party no.3 to consider the representation filed by the petitioner under Annexure-9 taking into consideration Annexure-7 and 8, and pass a reasoned and speaking order as expeditiously as possible, preferably within a period of three months from the date of receipt of the certified/authenticated copy of this order.
Issue urgent certified copy as per rules.
