1. There is a delay of 774 days in filing the writ appeal which has not been properly explained. Hence, the Court is not satisfied with the explanation offered by learned counsel appearing for the Appellants. Accordingly, the delay is not condoned. Misc. Case No.626 of 2014 is dismissed. Consequently, the writ appeal is dismissed.
2. However, the question of law is left open for decision in some other appropriate case.
