1. The delay of 120 days in filing the appeal has not been properly explained. It is further informed that the impugned order has been implemented subject to the outcome of the present writ appeal.

2. The Court is not inclined for the aforementioned reasons to interfere with the impugned order. Accordingly, the delay is not condoned. The Misc. Case is dismissed. Consequently, the writ appeal is dismissed.
