1. In view of the subsequent development, learned counsel for the Petitioner seeks leave to withdraw the present writ petition with liberty to approach the Excise Authorities with an appropriate application seeking waiver of MGQ.

2. The writ petition is disposed of as withdrawn with liberty as prayed for.

3. If such an application is filed not later than 6th March, 2023; the authority will examine and dispose of within a period of four weeks thereafter. If the Petitioner is aggrieved by such decision, it will be open to him to seek appropriate remedies in accordance with law. Till such time a decision is taken on the Petitioner's application,

provided within the time stipulated, no coercive action will be taken against the Petitioner.
