Considering the allegation made by the Petitioner, this Court finds, there is different attitude by the Public Officer and nothing prevented the Petitioner to send the instrument through registered post. In the process this Court directs, if the Petitioner sends instrument through registered post, the same shall be entertained and order as appropriate shall be passed thereon by the registering authority also involving the Petitioner.
