Heard Mr. A.K. Mishra, learned Additional Government Advocate for the State-petitioners and Mr. K.C. Sahu, learned counsel appearing for the opposite parties.

The State-petitioners have filed this writ petition challenging the order dated 01.09.2016 passed by Orissa Administrative Tribunal, Bhubaneswar in O.A. No. 3345 of 2013.

On perusal of the record, it reveals that the order of the Tribunal was passed on 01.09.2016 and the State-petitioners have filed this writ petition only on 16.02.2018, i.e. after about one year five months of the order passed by the tribunal. Therefore, this writ petition suffers from delay and laches in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021) and State of Odisha & Others v. Pravasini Xess & Others (W.P.(C) No. 9740 of 2020 dismissed on 15.07.2021). 5.
