Heard learned counsel for the Parties.

The Petitioner has a serious allegation that by virtue of encroachment and illegal obstruction by some Hooligans completely over the CPWD land and in spite of several approaches to the Collector, Mayurbhanj and the N.H.Authority, the grievance of the Petitioner has not been mitigated as of now.

Considering the allegation involves seriously affecting the frontage of the Petitioner's own land and having no other way to get out of the Plot involved, this Court in disposal of the Writ Petition directs the Collector, Mayurbhanj, O.P.3 and the Chief Engineer, Central Public Works Department, O.P.8 to treat the Writ Petition as representations, consider the grievance of the Petitioner and do the needful but however involving the Parties likely to be affected. The

// 2 // entire proceeding shall be completed within a period of two and half months from the date of communication of this order.
