1. This matter is taken up through hybrid mode.

2. The writ petition was disposed of with a direction to the Secretary, Finance Department to consider the proposal of the Administrative Department afresh in terms of the observations made in the said judgment. However, the Secretary, Finance Department was not a party to the case.

3. The I.A. has been filed to implead the Secretary, Finance Department as a party. Since the direction issued by this Court is to the Secretary of the Finance Department to take

// 2 // appropriate action, the prayer for his impletion as a party to the case is allowed for the ends of justice. The Government of Odisha represented through the Principal Secretary, Finance Department, Lokseva Bhawan, Bhubaneswar, District-Khurda is impleaded as Opposite Party No.5 in the writ petition. Consolidated cause title has been filed, which is on record.

4. I.A. is accordingly disposed of.

5. Urgent certified copy of this order be granted on proper application.
