This matter is taken up through hybrid mode.
The contempt petition has been filed alleging noncompliance of the order dated 11.09.2019 passed by this Court in W.P.(C) No.15838 of 2019.

In view of the submissions made on behalf of the petitioner and considering the nature of grievances, the present contempt petition is disposed of with the following order without issuing notice to the opposite party/Vice Chancellor (V.C.), Utkal University.

It is submitted by the learned counsel for the petitioner that the opposite party, prima-facie has not complied the order passed by this Court in W.P.(C) No.15838 of 2019, by which this Court had directed the opposite party-V.C., Utkal University to take a decision on the representation that was stated in the writ petition to have been filed under Annexure-5.

The petitioner has enclosed a receipt of General Diary
// 2 // dated 17.09.2019, enclosing a representation written in Odia.
It is submitted along with the representation of the petitioner, certified copy of this Court's order dated 11.09.2019 was enclosed but the said initiative has yielded no result as yet.

Learned counsel for the petitioner further submits that she seeks to withdraw the present petition, with liberty to move the authority by making a detailed representation along with the copy of all the relevant documents sought to be relied upon by the petitioner along with the certified copy of this order as well as the earlier order dated 11.09.2019 passed in W.P.(C) No.15838 of 2019, for consideration of the grievances of the petitioner. 6.
It is directed that the authority shall do well to dispose of the representation of the petitioner as expeditiously as possible preferably within a period of three months from the date of communication of the certified copy(ies) of the orders of this Court along with all the relevant documents.

The decision of the authority shall be communicated to the petitioner along with the proof of acknowledgement, within two weeks.
The petitioner shall have the liberty to take appropriate follow-up action pursuant to the order that would be passed by the authority.

It is clarified that the question whether the opposite party has committed contempt by not complying the order dated 11.09.2019 passed in W.P.(C) No.15838 of 2019, is kept open.
It is further clarified that this Court has not
// 3 // expressed any opinion regarding merits of the claim of the petitioner in any manner whatsoever.
