1. An appearance memo of Mr. S. K. Sarangi, learned Senior Advocate for the Appellant is placed by Mr. S. Sarangi, Advocate, which is taken on record.

2. As the directions issued by virtue of the impugned order dated 13th January, 2017 are time bound, the steps directed to be taken should have been taken long ago. There is no stay of the impugned order of the learned Single Judge in the present appeal which has been pending for over five years.

3. In the circumstances, the matter does not call for any interference. The appeal is dismissed.
