Heard learned counsel for the Parties.

The impugned order appears to have been passed in operation of a ban order by the Competent Authority. From the order-sheet, it appears, there is not only operation of stay by permitting the Petitioner to continue with the transaction involved but there is even no dispute that there is no such ban operating at this moment. For the Petitioner's right to continue for over twenty years, this Court finds, the Petitioner has got a substantial right to operate under the permission involved.
