On the last occasion, i.e., on 13th April, 2022 when the matter was listed, Mr. Mohanty, learned counsel for the Petitioner had prayed for an adjournment to remove the defects and also to file an application for impletion of State of Odisha as party to the writ petition. But as it appears, neither step for removal of defect has been taken or any application has been filed to implead the State of Odisha as a party to the writ petition.
