There is allegation of illegal blockage of drain by the Opposite Order No.

Party No.4. It is also alleged that in spite of series of written complaint to the Municipal Commissioner, neither there is any inquiry nor any decision is taken on this issue as yet. This Court from the documents appended to the writ petition finds, undisputedly there has been communication of such allegation through registered post to the Opposite Party No.1. This Court, therefore, while declining to interfere in the matter for a decision in the matter is ultimately required to be taken by the Commissioner, Cuttack Municipal Corporation-Opposite Party No.1, directs the Opposite Party No.1 to look into the grievance of the Petitioners alongwith the pleadings made in the writ petition and take a lawful decision in the matter and if necessary, conduct an inquiry and also complete the same involving the Opposite Party No.4, within a period of three months from the date of communication of an authenticated copy of this order by the Petitioners.
