Heard learned Standing Counsel for the School and Mass Education Department.

This review petition has been filed for review of the order dated 04.02.2016 passed in F.A.O. No. 681 of 2015.

As it appears the FAO was filed with a delay of 3 years and 29 days in preferring the appeal. Therefore, this Court was not inclined to condone the delay and accordingly dismissed the FAO. This review petition is also filed on 22.02.2019 seeking review of the order dated 04.02.2016 and as such, this review petition also suffers from delay and laches. Therefore, applying the ratio decided by this Court in the case of State of Odisha and another v. Smt. Bishnupriya Routray and another, this court is not inclined to entertain the review petition. 5.
