It is conceded that in compliance of the order dated 9th April, 2019 passed by this Court in W.P(C) No. 2610 of 2019, the competent authority, i.e. Executive Engineer, Rural Works Division, Puri has passed an order dated 1st September, 2021 and thereby nothing more would survive in the present contempt petition. 3.
