1. This matter is taken up through hybrid arrangement.
2. Heard.
3. Learned counsel for the petitioner submits that the petitioner's salary from 01.11.2018 to 02.10.2019 held up has been directed by the opposite party No.2- Director of Secondary Education, Odisha, Bhubaneswar vide order dated 20.07.2021 under Annexure-9 to be released in her favour. However, the opposite party No.3- District Education Officer, Nayagarh vide letter dated 04.10.2021 under Annexure-10 has requested the opposite party No.2- Director of Secondary Education, Odisha, Bhubaneswar that his office is unable to draw the withheld salary of the petitioner as the petitioner is at present working under the District Education Officer, Khordha. Though the Government in principle has allowed the said amount to disburse the petitioner, now the dispute is with respect to authority of the District Education Officer, Nagarh or the District Education Officer, Khordha for disbursement of the said amount.

In view of such facts, the opposite party No.2- Director of Secondary Education, Odisha, Bhubaneswar is directed to instruct the opposite party No.4- District Education Officer, Khordha to release the said amount in favour of the petitioner as expeditiously as possible preferably within a period of one month of production/ presentation of this order, failing which, a contempt proceeding will be drawn against him/ her.
5. Accordingly, this writ petition stands disposed of.
6. Urgent certified copy of this order be granted on proper application.
