The State-petitioners have filed this writ petition challenging the order dated 13.12.2016 passed in O.A. No.1679 (C) of 2014, by which the Odisha Administrative Tribunal, Cuttack Bench, Cuttack has allowed the said O.A. and quashed the departmental proceeding pending against opposite party no.1 instituted vide memo no.10030 dated 11th June, 2013 and CDI Case No.13/13.

In the meantime, more than 5 years have passed. This Court is not inclined to entertain this writ petition at this belated stage, as the writ petition suffers from delay and laches in view of judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das,(W.P.(C) NO.15763 of 2021 dismissed on 16.07.2021). 4.
