1. This matter is taken up through Video Conferencing mode. Order No.

2. There is nothing to show that the representation of the Petitioner dated 3rd December, 2020 was in fact made to the Collector, Keonjhar. Accordingly, this Court is not in a position to issue directions in that regard to the Collector, Keonjhar. Nevertheless, it will be open for the Petitioner to make a fresh representation, naming the alleged encroachers and after following up on such representation, to seek appropriate remedies in accordance with law.

3. The writ petition is disposed of in the above terms.

4. As the restrictions due to resurgence of COVID -19 situation are continuing, learned counsel for the parties may utilize a print out of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned Advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020, modified by Court's Notice No.4798, dated 15th April, 2021, and
