Heard Mr. S.Jena, learned Standing Counsel for the School and Mass Education Department and Mr. K.C.Sahu, learned counsel for opp. party No.1.

The petitioners-State have filed this writ petition challenging the order dated 09.11.2017 and 28.02.2018 passed by the Odisha Administrative Tribunal, Principal Bench, Bhubaneswar in O.A. No.2653 of 2016 and R.P. No.62 of 2017 respectively. 4.
As it appears, though Odisha Administrative Tribunal, Principal Bench, Bhubaneswar passed the impugned orders on 09.11.2017 and 28.02.2018, but the petitioners-State have preferred this writ petition on 26.02.2021, i.e., after long lapse of more than three years, which shows that the State is not vigilant of its own conduct.

Mr. S.Jena, learned Standing Counsel for the petitioners prays that the matter may be disposed of on merit.

Such a contention is rejected. This Court is not inclined to
entertain this writ petition at this belated stage, as the writ petition suffers from delay and laches, in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021) and State of Odisha & others v. Pravasini Xess & others (W.P.(C) No.9740 of 2020 dismissed on 15.07.2021).

Accordingly, the writ petition merits no consideration and the same is hereby dismissed.
